A safe return to the 4th districts community of Encanto, Kuumba Festival San Diego’s longest running celebration of black youth, family, community development, health, art, culture and heritage. The premiere unique black arts and culture celebration will be returning back to the community of the 4th district where the people who named, defined, created and demonstrated it since 1986, live work and play.
